[tab] [content title="Summary"] In the military, information technology (IT) has facilitated significant advancements in weapon systems and the management of defense operations. A substantial part of the Department of Defense (DOD) budget is allocated to capabilities obtained as commercial IT commodities, developmental IT systems supporting a wide range of warfighting and functional applications, and IT components integrated into weapon systems. The DOD's ability, along with its industrial partners, to effectively utilize IT for warfighting, command and control, logistics, and transportation has greatly contributed to establishing one of the world's most formidable defense forces. However, despite decades of successful IT integration, the acquisition of IT systems remains plagued by serious challenges. To tackle these issues, the National Research Council brought together a team of experts in IT systems acquisition, testing and evaluation (T&E), commercial software development, software engineering, computer science, and other academic fields. This group assessed relevant legislative requirements, scrutinized the processes and capabilities of the commercial IT sector, analyzed the DOD's approaches to systems engineering and testing in virtual environments, and evaluated the DOD acquisition landscape. This volume summarizes their findings and offers recommendations to enhance acquisition, systems engineering, and T&E processes, helping the DOD achieve its network-centric objectives.
