Given the Internet's transnational reach, vast scale, and distributed control, he argues that the governance of the Internet raises novel and complex issues that cannot be neatly resolved by state-centric models. Mueller explores how Internet governance has led to a global political dynamic and the formation of new transnational institutions. Drawing on theories of networked governance, he provides an extensive overview of key moments in Internet governance, from the creation of ICANN and the debates at the World Summit on the Information Society (WSIS) to the rise of the Internet Governance Forum (IGF) and the growing national-level concerns over cybersecurity and content regulation. Mueller shows that Internet governance has become a significant area of conflict in international relations, as countries seek to assert control over the digital realm through censorship, national security measures, and regulation of emerging technologies like peer-to-peer file sharing. In this context, he argues that emerging transnational institutions, such as those that operate across borders and involve multi-stakeholder participation, could play a crucial role in shaping global governance for communication and information policies.
