However, the Tokyo Trial failed to hold Japanese leaders accountable for some of the most horrific war crimes—atrocities involving inhumane medical experimentation, such as vivisection and open-air pathogen and chemical tests, which were on par with the Nazi regime’s crimes. Additionally, mass biological attacks using plague, anthrax, and cholera, which killed thousands of Chinese civilians, were also overlooked. In *Hidden Atrocities*, Jeanne Guillemin delves into the behind-the-scenes actions of the trial to reveal how American obstructionism denied justice to Japan’s victims. The responsibility for Japan’s secret biological warfare program, centered in Unit 731 in Harbin, China, reached the highest levels of government and included many respected scientists—all of whom avoided prosecution. Driven by early Cold War anxieties, U.S. military intelligence played a significant role in the Tokyo Trial by preventing access to key witnesses and classifying crucial documents. Washington’s decision-makers, backed by General Douglas MacArthur, the American occupation leader, prioritized securing Japan’s biological warfare expertise to counter Soviet threats, including the potential development of biological and nuclear weapons. As a result, U.S. national-security objectives ensured that the victims of Unit 731 were left without justice. Decades later, the atrocities committed by Unit 731 continue to strain relations between China and Japan. Guillemin’s compelling account of the cover-up at the Tokyo Trial highlights the dangers of sacrificing transparency for political power. Without guarantees of openness, international justice is at risk, with long-lasting and persistent consequences.
